Does USB over Network work with terminal services?  I would like to be able to allow terminal users to use a scanner connected to a desktop.

Yes, USB over Network works with Windows 2003 Terminal Server. You can install USB-Net Server on any remote computer and share there plugged USB device. Then install USB-NEt Client on your Windows 2003 Server and connect to shared USB device. Now your all users, connected to Terminal Server, can use remote USB device.

Is the following possible as well?
A terminal server installation and a TAPI provider.
Every pc has a telephone connected through USB. Our CRM suite allows us to click a name and then the windows dialer sends the telephone number to the TAPI provider which in turn sends the number to the telephone.
I know it works when sharing one phone to all terminal server users (one to many connection). Is it allso possible to share in a way that every user has it's unique shared USB port (many to many connection).
We have 8 phones connected to 8 PC's which are going to use terminal server for all applications.

There is no problem to map USB ports from several computers to Terminal Server. But each user of Terminal Server will be able to access to any USB device. It looks like several USB devices are connected to the server physically. So, if yor CRM software allows to specify what USB port has to be used exactly, it will work for you.
